When shopping for back to school supplies, you might reasonably assume that products on your school’s supply list or your child’s arts and crafts supplies wish list would be free from chemicals like formaldehyde, mercury, lead, arsenic, and phthalates.
However, Defend Our Health’s review of the Interstate Chemical Clearinghouse (IC2) High Priority Chemicals Data System (HPCDS) discovered multiple big-name brands, including Crayola, that have reported intentional use of formaldehyde (a known human carcinogen) or other chemicals of concern in children’s products in their most recent publicly available data.

The presence of a chemical in a children’s product does not necessarily mean that the product is harmful to human health or that there is any violation of existing safety standards or laws. Where’s this data from?
The data highlighted on this page is downloaded from the Interstate Chemical Clearinghouse (IC2) High Priority Chemicals Data System (HPCDS) – this is an online database used by Washington, Oregon, and Vermont to collect and publicly display reports from manufacturers about chemicals of concern intentionally added to (or present above certain levels as a contaminant) in children’s products like clothing and accessories, craft supplies, kid-targeted cosmetics, baby care items, and toys.
All three states require companies that manufacture children’s products to report (every year or every other year) the presence of chemicals of concern to children’s health, like formaldehyde, lead, mercury, arsenic, and endocrine-disrupting phthalates.
Maine’s Toxic Chemicals in Children’s Products law also requires one-time reporting of a shorter list of chemicals in children’s products including formaldehyde, mercury, arsenic, and phthalates. Lead in children’s products is banned in Maine under a separate law, so reporting isn’t required because they are simply not permitted.
What are these Chemicals of Concern?
- Widely used in consumer products, formaldehyde functions as a preservative and biocide, provides textile wrinkle resistance and antistatic properties, is a binding agent for pigments, and is an intermediate in the manufacture of plasticizers and resins.
- Strong, credible scientific evidence leading to exposure concerns include formaldehyde’s classification as a known human carcinogen.
- Formaldehyde is also classified as a strong sensitizer, eliciting an often alarming allergic reaction on the dermal layer after repeated contact with skin.
- Arsenic and arsenic compounds are used in the manufacture of pigments, leather preservatives, pyrotechnics, dyes and soaps, and are also used as antifouling agents in paints.
- Strong, credible scientific evidence leading to exposure concerns includes the classification of arsenic and inorganic arsenic as a known human carcinogen.
- Arsenic exposure can also negatively impact the gastrointestinal, liver, neurological, dermal, and respiratory systems.
- Phthalates, including di(2-ethylhexyl), phthalate (DEHP), dibutyl phthalate (DBP), benzyl butyl phthalate (BBP), and diethyl phthalate (DEP), are a class of compounds used as liquid plasticizers in products including some food packaging, cosmetics, fragrances, children’s toys, and medical device tubing.
- Phthalates are endocrine-disrupting chemicals that may mimic, block, or interfere with the body’s hormones.
- Hormones act in extremely small amounts, and minor disruptions in those levels may cause significant developmental and biological effects (e.g., on biological processes like normal growth, fertility, and reproduction).
- Lead, a metal found throughout the earth, has been used in a variety of products including gasoline, paint, plumbing pipes, ceramics, solders, batteries, and even cosmetics.
- Exposure to lead can have a wide range of effects on a child’s development and behavior, including reduced fetal growth, growth or height restrictions, delays in puberty, decreases in hearing, cognitive impacts, and increased behavioral problems.
- Although mercury use in consumer products has been the subject of considerable scrutiny, its use in common household products remains of concern, including uses of mercury in consumer products like cosmetics and novelties.
- Strong, credible scientific evidence leading to exposure concerns includes mercury’s classification as toxic to reproduction (including adverse effects on sexual function and fertility in adult males and females, as well as developmental toxicity in offspring).
Why are these chemicals in children’s arts & crafts supplies?
Companies reporting the presence of these chemicals in children’s products like arts and crafts supplies either intentionally add the chemical (to provide some specific function) or have detected it as a contaminant above a de minimis level and haven’t eliminated the source of the contaminant from their production / manufacturing process.
You can review the publicly reported data from these companies to see their specific explanation of what chemical they add to what type of product, why they add it (or whether it is a contaminant), and how much of the chemical is in the product.
Reporting requirements like these provide data to regulators that can drive further policy actions like banning the use of certain chemicals in certain product categories (and let regulators in states where sales are prohibited conduct compliance enforcement without the need for time consuming and costly product testing).
These public reporting requirements also allow consumers to make an informed choice about whether or not to purchase specific products. Some states ban the sale of products containing some or all of these chemicals under certain conditions, such as California’s Art Hazard Program, which prohibits K-12 schools from purchasing art supplies containing carcinogens like formaldehyde with very limited exceptions. Search Brands’ Chemical Reports
Defend Our Health reviewed the most recent four years’ worth of data reports publicly available from Vermont, Washington, and Oregon.
Surprisingly, well-known brands including Crayola, Target, Family Dollar, Dollar Tree, and Michaels all reported chemicals of concern present in some of the children’s art supplies they sell.
These reports are displayed below in a searchable format (data exported August 10, 2026 – you can also directly search for the most recent publicly-available reports on the HPCDS website).
**Note about Crayola’s disclosure that they intentionally added formaldehyde to over 300 products including markers, finger paint, and modeling dough**
- This product data was reported to Vermont for 2025.
- Crayola, via phone and email, stated privately to Defend Our Health that they phased out the use of formaldehyde in all their products sometime during 2025; we were unable to verify this claim with any publicly available information or source.
- Crayola did not provide any response to our follow up questions except an email stating “Crayola products continue to meet all applicable product safety regulations and standards.”
- While Crayola did report their use of formaldehyde to Vermont and Washington as required, Defend Our Health checked both the HPCDS database and confirmed with regulators in Oregon and Maine that, as of August 2026, it appears that Crayola had not filed children’s product chemical reports in Maine and Oregon for the periods that they disclosed the use of this chemical to Washington and Vermont.
- We also asked whether any formaldehyde-containing Crayola products had been sold to California schools in circumstances that could implicate California’s art-material purchasing restrictions; Crayola did not respond.
